The starting point
TEMPER does not determine what happens next or substitute judgment with a score. It measures how well your organization practises and strengthens SITT: making present capacity and movement visible so leadership judgment has evidence to work with.
The first TEMPER reading creates a shared starting point. It scans eight institutional dimensions and one cross-system value test to make visible where leadership perception and operational reality converge, and where they do not. Its purpose is not to produce a one-time score, but to identify the few capability shifts that deserve deliberate attention.
In MANREAU's language, transformation readiness does not mean enthusiasm or stated willingness. It means demonstrated capacity to See material reality, Interpret its meaning, Translate judgment into credible commitment and Transform through coherent action and learning.
